1TRUE is not centered on homelessness, addiction, employment, housing, or any single institution. Those are places where loss of agency becomes visible. The mission is to build a lawful voluntary alternative that helps people stabilize, develop capability, contribute, and participate in the infrastructure they depend on.
1TRUE builds voluntary communities where people can stabilize essential needs, develop useful capability, contribute according to real capacity, and help build durable shared infrastructure. We serve both people at risk of losing control of their lives to crisis and people who are already stable but want to direct their skill, labor, capital, knowledge, property, or creativity toward something they meaningfully participate in building.
Create a place to direct productive capacity toward shared assets, capability, and community rather than requiring every useful contribution to be reduced to wages, consumption, or outside ownership.
Safer, more capable, more responsible, more productive people who are increasingly able to direct their own lives while strengthening those same conditions for others.
Two doors · one system
Need and capacity can enter through different doors.
The system does not require a person to fail before they belong, and it does not define a person forever by the conditions that brought them in.
Stabilization.
For people whose immediate conditions are limiting their ability to function safely or direct their own lives.

Operating thesis

The design assumption is simple: unnecessary pressure, lack of alternatives, and repeated crisis can amplify harmful outcomes. Reduce destabilizing inputs and give human capacity somewhere constructive to go.

First physical implementation
The Mourning Stars Initiative.
Mourning Stars is the first physical 1TRUE capability community. Recovery housing is one pathway. Affordable housing is one financing mechanism. A property is one implementation site. The mission is the durable system underneath them.
Dignified housing
Private sleeping rooms and functional shared households rather than minimum institutional living.
Food + daily life
Kitchens, meals, hygiene, laundry, routine, maintenance, and the basic physical conditions required to function.
Learning + technology
GED/online learning, digital access, financial literacy, AI/technology capability, documents, and self-directed learning.
Work + production
Employment pathways, practical skills, workshops, repair, trades, business partnerships, and productive community roles.
Recovery + regulation
Peer support, structure, voluntary recovery orientation, outside licensed treatment where needed, and safety standards without automatic abandonment after relapse.
Public interface
A community-facing resource floor so the physical node is useful to people who do not live there and stable members can contribute without becoming residents.
Professional integration
Architecture, engineering, construction, environmental, legal, clinical, utility, and financing expertise brought in where professional authority is required.
Site portability
11 River Avenue is a preferred current candidate, not the mission. The model is intended to transfer if another property creates a cleaner path.
Participation architecture
Responsibility can grow without turning need into status.
Need, contribution, and authority are separate dimensions. The public structure below harmonizes the earlier tier concepts into a responsibility ladder with a parallel stabilization lane. Final legal membership and ownership rights require formal governance documents.
Orientation / Participant
Understand the mission, standards, current reality, and what you need or can contribute. No promise of resources or authority.
Builder
Demonstrate useful contribution, reliability, learning, or operational support. Capacity can be a skill, effort, property, tools, capital, knowledge, or another real resource.
Steward / Operator
Accept responsibility for shared resources, schedules, safety, people, systems, or operating outcomes. Greater trust follows demonstrated stewardship.
Pledged Governance
Deepest commitment lane for people willing to accept formal governance obligations. Ownership or governance rights exist only after appropriate legal documents are executed.
Doctrine + guardrails
Generous does not mean careless. Accountable does not mean coercive.
Shared resources survive only if the system protects both the person receiving support and the people maintaining the system.
People enter by choice.
1TRUE is not a detention, correctional, or involuntary-treatment model. It aims to create a constructive voluntary option before crisis removes options.
Need is not identity.
A person can receive substantial support without being permanently defined by a period of homelessness, addiction, instability, poverty, or failure.
Survival is not wages.
Housing, food, safety, or emergency concern must not become disguised payment for compulsory labor. Contribution grows as capacity exists.
Direction is chosen. Growth is expected.
Education, recovery, health, practical skill, discipline, relationships, creativity, or another lawful path can be self-directed while still requiring real effort.
Resources carry responsibility.
Food, housing, tools, vehicles, space, equipment, technology, and money must be maintained and protected for the people who depend on them next.
Agency stops where harm begins.
Violence, coercion, exploitation, theft, dangerous conduct, and serious threats require real boundaries and lawful response. The mission does not erase other people's rights.
A tool, not the only measure.
1TRUE still operates in the external economy. Internally, usefulness can also be expressed through skill, work, teaching, stewardship, reliability, property, ideas, and care.
Progress without automatic abandonment.
Substance use is not the intended endpoint. Relapse can trigger support, reassessment, boundaries, or referral without automatically making housing loss the only response.
Scale what works.
Build a first lawful node, measure outcomes, correct failures, publish the operating lessons, and replicate only after the foundation proves itself.

Conceptual construction assumptions and ROM pricing basis have been placed with an experienced commercial contractor for review.
Integrated delivery discussions
Design-build and architectural conversations are underway to reduce fragmented coordination and establish the minimum professional team required for a financeable design.
State housing technical advising
The residential model is being taken through technical advising to determine whether and how it can fit regulated affordable-rental capital structures.
Economic-development program fit
State economic-development staff have requested a project conversation before identifying potential program pathways and other entities that may fit.
Utilities + site diligence
Water/electric coordination has begun, and environmental due-diligence scoping is active for the current candidate site.
Site strategy
11 River Avenue remains a preferred candidate, but the development model can move if another property offers cleaner acquisition, permitting, utility, financing, or construction conditions.
Capital follows mission
Finance the durable node, not a label.
The capital strategy is designed as layers so no single grant, property owner, housing classification, or lender gets to redefine the mission. Program eligibility and exact amounts remain subject to underwriting and agency review.
Residential / housing capital
Evaluate the highest-capital regulated housing structures that can support the residential component without converting the entire mission into passive warehousing.
Community capability capital
Economic-development, workforce, local public, philanthropic, employer, and community capital for learning, technology, public resource, and productive infrastructure.
